give this a go:
REG ADD "HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\OOBE\SystemProtected" /V DisableCAD /D 0 /T REG_DWORD /F
We had same issue and collage found this out and worked for us.

Upgrade to Microsoft Edge to take advantage of the latest features, security updates, and technical support.
On this new system, I have Windows 11 Pro all set and my software installed and just recently noticed that when I press Ctrl-Alt-Del, nothing happens.
I have tried most ALL of the things out there on the internet to resolve this issue to no avail. I have not performed a system restore because I'd really like to know what actually caused the issue. I set the system to require Ctrl-Alt-Del to be pressed upon log in, so I know the keys actually function properly.
Has anyone ever encountered this issue and corrected it without a system restore?
Thanks,
...Bob

I can tell you right now, if this gets ignored I am just going to put Windows 10 on this. I wanted to give 11 a change when I bought this new system.
It was already so limited and frustrating that within 10 minutes I upgraded it to Enterprise (I have an MSDN account)
But now? Back to 10 Pro. Believe me if I was lucky enough to have 10 on this tower when I bought it I would have DECLINED the update to 11
Personally I hate 11, and it has been causing MAJOR issues with a lot of my clients especially in their Citrix environment. It breaks everything.
If only Microsoft was on the MICROSOFT forums. That would be nice. Even if not to help (which rarely they do) but to at least witness the distain for their new products. O365 was already bad enough...
I guess their motto is "If it's working break it" instead of if it isn't broken don't fix it.
Does anyone have ANY information on this? It's clearly something deliberate that Windows does.
Things it is NOT:
1)Hardware or keyboard issue
2)Some setting or GPO (home edition no gots)
3)A break of some kind.
This is by design. Here is the proof, if you use the CTRL>WIN>O to pull up the virtual keyboard it works but doesn't give you the lock dialogue. It gives you a message "To use the commands available when you press Ctrl + Alt + Del, click your user title and choose an option."
This tells you, nothing is broken, Windows 11 (newest release as of 11-19) comes out of the box this way.
2 things Microsoft is attempting to inject into your veins
1)NO LOCAL USERS, MUST USE MSN ACCOUNT
2)This ****. (Using the user tile instead of a keystroke)
Also try this WIN+L I bet your PC doesn't lock either. Yeah, they got rid of that..
How do I know my keyboard is working fine ?? WIN+D still gives me that.
Microsoft is clearly being run by a sadist who wishes to ruin their reputation with their user base.
Also WORDPAD IS GONE.
I think Windows 11 is absolutely the worst release and I am including MSBob and Vista in this evaluation.
SOMEOME PLEASE TELL US HOW TO GET OUR WIN-10 FUNCTIONS BACK!!!
Unfortunately, I don't have a solution.
Just want to chip in and say that I experience the exact same issue on a client's computer (I work in IT Support)!
Only issue is that it actually has a negative impact, as Ctrl + Alt + Del is used to reset the users password when it's about to expire...
I have searched for answers on what feels like the entirety of Google to no avail.
