Nevermind, I have resolved the problem just now, after fiddling with it it for nearly 3hrs.
I right clicked chrome
Picked "Properties"
Pressed "Open File Location"
Clicked on "New_Chrome"
New_Chrome disappeared
Now I can open it again

I have a laptop and after I shut it down before leaving my house. After arriving after going out. When I turned on the laptop and went to open the Google chrome, I can no longer open it, it says.
