There is no way to increase the feature level, that is hard-coded into the graphics chip and there are no settings available in that game to reduce the DirectX level to 11.

I download and installed Last of us part 1 game from steam and when I run the game it's show as D3D not compatible. I have a nvidia geforce GT 710 graphic driver and 8 GB ram with windows 10 pro and still not able to run the game. Can someone help me with it

Please provide a screenshot of the D3D11 error you are seeing on that game.

Click your Start Button, then just type dxdiag and press Enter.
Select the Display tab on the resulting DirectX utility, please provide a screenshot of that Display tab.
