when i download an image from the internet to try and set as my background it wont show up when i click "browse photos" but its in my files

I just got a new laptop and I've had previous windows computers so I've been trying to sync my files. i thought i was doing fine until weirdly i went to set a new background and it said i had no files. it told me to sync my one drive, which i did, and when i go into the files app in my task bar all the photos have been synced and i can see all the new photos I've downloaded too. but for some reason just when i go and set my background it wont show me the new files I've downloaded and only the backed up photos for my one drive. i tried to download some from my other windows computer to see if it would transfer over thinking it was a one drive syncing issue but its not updating to add any of those photos either. how do i fix this?

the two photo i hopefully attached is of the files window when i go to change my background and then what my regular files app looks like

ironically when i took a screenshot it automatically updated to the BACKGROUND files thing which was weird so maybe its a crome issue i did download the photo i want to use for my background from crome.

    Welcome to the Microsoft community.

    Thank you for your feedback. Based on your feedback, it seems likely that there is an issue with OneDrive synchronization and these photos of yours may still be in the cloud. You can try emailing these photos and selecting Always keep on this device. And download these images to keep them in another path, not the path under OneDrive. See if the problem continues.

    Also, you can upload a screenshot of what you're doing, which will help me understand your issue. Please let me know if there is any problem in my understanding.
