Hi, this is a brand new issue that I've started experiencing. Whenever my ethernet cord is plugged into my PC, and the ethernet adapter (Realtek PCIe GbE Family Controller) is turned on in the device manager, my PC will run smoothly for a few seconds and then start slowly stuttering more and more to the point where my PC becomes nearly unusable. In task manager, my CPU slowly increases usage for a single task called "System." As my PC begins to freeze more, the task has increased usage, reaching upwards of 50% before I have to turn off the adapter. However, the second my ethernet cord is unplugged or the ethernet adapter is turned off, my PC returns to normal with no visible problems, and the System task in the task manager very quickly drops to below 2% CPU usage. Connecting to my apartment's Wifi is perfectly fine as well. The only problem stems from being connected to ethernet.
I have tried many different things I've seen online, including manually uninstalling and reinstalling my network drivers in the device manager and through the "network reset" in the Windows settings. I have also done several commands in the command prompt that I've seen, all consisting of several "netsh" commands and several "ipconfig" commands. Physically, I have tried two different ethernet cords and two different ethernet ports in my room, to no avail either. I have also tried looking through Event Viewer to see if I can find anything, but I'm not sure exactly what I'd be looking for there.
The only thing I have to go on so far is that I have tried booting my PC into Safe Mode with Networking. What confuses me is that my PC works perfectly fine with the ethernet cord connected there. There is no stuttering or freezing in the slightest. I can only assume it's something running on my PC causing this, but I have no idea what. I have tried rebooting normally and closing/terminating any non-essential tasks in the task manager, but the problem persists. Several things I saw online said to uninstall any VPNs or anti-malware software, but doing so fixed nothing for me. The only thing I'd have left to attempt is to clean install Windows 10, but ideally, I'd like to save that as a last-ditch effort. ****
Another oddity is that I have moved residences recently. My ethernet worked perfectly fine in my old house, but I've only started having this problem now that I've moved into my new apartment. I'm unsure if that is relevant to my situation, but that is a factor to consider.

It shows me turning on my ethernet, and my PC slowly starts to get slower and slower until I have to turn it off because it's lagging so badly. You can also see that the problems disappear the second I turn off the ethernet adapter. At one minute in, you can see it barely stuttering; at two minutes, you can see a lot more stuttering; and at three minutes, it becomes almost unbearable. You can also notice the CPU consumption of the "system" task slowly go up, as well as disappear instantly the second I turn off the adapter.
