If the hacked account is the Main admin account on the device, you cannot remove it until a complete factory reset is done. So, you will have to backup your files and reset the PC. This process will re-install Windows from scratch and you will be asked to setup Windows again using your Microsoft account.
Sign in with your new account to connect with all the Microsoft services.
If you are signed in, go to Settings > System > Update & Security > Recovery > Reset this PC > Remove everything and select Local re-install.
If you aren't signed in, on the Windows sign-in screen, press and hold the Shift key while you select Power > Restart. Select Troubleshoot > Reset this PC > Remove everything and select Local re-install.
