Right-click on a .html file and click Properties. Do you see a "Change" button now?

As written in the title, I am unable to select VSCode as a default app to open .htm/.html files. Additionally, I am completely unable to set a default app for .htm/.html files AT ALL.

As your are not able to do this from settings, you can follow this it will help you to make visual studio code as default app for your choosen extension.
- select any .html file which in your system then right click on it and select ' open with' option and choose visual studio code and while choosing check the little bit down in that pop-up and click 'always use' option and then click on open.
so after setting this whenever you will open any file with that extension file it will open with visual studio code.
