Been having weird connection issues since yesterday, only some programs think that I am not connected to the internet

So I got recent power outages since 2 days ago, when the power came back I realised some applications don't work because "I'm not connected to the internet".

For example: Epic Games' desktop client and website, a variety of games (not from epic games) and most importantly the Microsoft website itself. (I'm using a VPN right now to access it.)

But I am able to connect to others like: Steam, Discord, Youtube, Spotify and League of Legends.

So I basically have like half the functionality of my internet connection.

Things I've already tried:

  • Flushing DNS, results: I am now able to connect to websites I couldn't on my internet browser, like Epic Games, but the Epic Games application did not get fixed, Microsoft.com is still not accesible and none of my other non-browser problems are fixed aswell.
  • netsh winsock reset and netsh int ip reset, results: None, and I did restart the computer after it.
  • Performing a Network Reset from the settings app, results: None, no changes apparently.
  • Factory resetting my Modem and Router, results: None.

And this is an issue because appart from not being able to use a lot of my programs and games, Microsoft can't even use SmartScreen protect for new applications and I'm guessing it's because it can't connect to Microsoft.com, it says that SmartScreen is not available because I have no internet connection.

Some clarifications before I finish the post:

  • I did have a Windows Update yesterday, the 23rd of july 2024 KB5041355 preview of .NET Framework 3.5, 4.8 & 4.8.1 update for Windows 10 22H2, it might be the issue but if it is then I don't know what to do about it.
  • Differently from other similar issues my windows does show that I have internet connection, the internet access icon is there on the taskbar like normal.
  • Other devices connected on the same internet via Wi-Fi have the same problem, I tested it with the Microsoft.com website on a phone, it doesn't load and chrome says there's no internet connection, but when opening any other website it works normally.
  • Using a VPN fixes my issue, and I can use everything normally, but I don't wanna have to use one since my internet speed is pretty bad.
  • I've already done the network problems diagnostic from Windows, no problems found.
  • I've checked on driver updates and downloaded lenovo's official diagnostic's tool and no ethernet problems were found.
  • My pc doesn't have Wi-Fi compatibility.
  • I can't seem to attach screenshots to the post since it just says that the files failed to upload, maybe because of the VPN, not sure.
  • I am from Venezuela and we've been having some government blocked sites like X, but my issue is not only with X and I've asked friends from here and they don't seem to have any of the problems I got, so no clues there.

If anyone has an idea on what's going on help would be very appreciated since I am not very experienced in connections and internet troubleshooting.

Also English isn't my first language so pardon any possible spelling mistakes.

    Welcome to Microsoft Community.

    From your description, I know that you have problems accessing some services or websites.

    Your test direction is correct, and you should provide feedback to your ISP service provider.

    Because you can use the VPN program to access normally, but direct connection cannot access normally.

    The route of direct connection is: your computer->ISP network service provider->Microsoft or other service providers

    The connection route of VPN is: your computer->ISP network service provider->VPN service provider->Microsoft or other service providers

    Direct connection does not work, VPN is normal, which means that the ISP affects your communication with these services or websites.

    As your test results show, other devices cannot access normally under the same network, which also proves that the ISP is affecting it.
