Mouse pointer changes to a circle with a centre dot and up/down arrows in it

Hi - I pasting in a question asked before - clearly I'm not the only person experiencing this problem. It's driving me mad! It keeps changing the mous pointer to a fast scrolling icon that I have to deactivate by clicking the mous wheel again.

Here's the original question posted:

The cursor changes the shape from the arrow to a circle with an up arrow and an arrow down

When I have opened a program like Edge or Excel, the cursor changes from an arrow to a circle with an up arrow and an arrow down. This new symbol can not activate anything by moving it around with the mouse. 

Does anyone know how to switch of this annoying ''feature?

    Hi, I am Dave, I will help you with this.

    That cursor with the arrows is activated by a middle click on your mouse wheel, your mouse may be very sensitive and you are accidentally pressing down on the scroll wheel to activate that cursor.

    There is no option in Windows to disable that middle click, but there are many free utilities like X-Mouse Button Control that you can use to remap the middle click action to something else.
