The laptop I am using is a Lenovo ThinkPad P1 Gen6. It is running Windows 11 Pro. I can provide any other information that is needed to resolve this issue. I have been looking for a solution to this issue for more than two months now but have not found a solution that works.
The issue is that the amount of time before the screen goes dark then enters sleep mode differs from the time configured within the power settings. In the power settings the screen and sleep settings are set to 10 and 15 minutes when on battery and 15 and 30 minutes when plugged in. I usually have my power mode set to best performance. When I walk away from my computer I expect the screen to stay on for 10/15 minutes, but it instead turns off after about 30 seconds. Usually the screen dims right before turning off. Usually the screen does not turn off early if I stay in front of the computer even when I am not interacting with it.
I have tested a large number of solutions, but none of them have worked. Here are some of the things I tried:

I was able to disable the auto dimming by stopping the Virtual Lock Sensor services from running. Open Services, look for Virtual Lock Sensor, stop the service, and disable from startup.
What worked for me is turning ON the screensaver. just set the screensaver timeout to 15 minutes or such
Have exactly the same issue, but different laptop (also Lenovo, from the newest series, P14S Gen5).
Looks like some thing that Lenovo has installed.
Have you found the solution?
System (windows) settings are simply ignored.
Thinking of uninstalling all pre-installed Lenovo software and see if it helps.
Maybe the simplest option
By default, win 11 update auto updates only critical win updates, and nothing else unless you have made the mistake of selecting the "Get latest updates" option, and if you have turn it off. (It includes drivers)
You obtain both Bios & Drivers updates from the PC Maker, there should be a shortcut on your system to that makers update utility, and no other source.
Then set Bios to Defaults & Pwr to balanced.
At the end of the day shutdown, do NOT leave in sleep
