Its stupid easy.
Go to settings and change the wallpaper, or set wallpaper in File Explorer

Are you trying to change your Desktop Wallpaper?
From the Windows Settings > Select Personalization > Click on Background.
Choose a wallpaper from the available options or browse your computer to select a new image.
By using File Explorer
Navigate to the image you want to set as your wallpaper.
Right-click on the image and select Set as desktop background.
