I have scanned a 22 page document and saved them as png images. How can I convert it to a pdf?

You can certainly do this, but it could be messy.

You can convert the PNGs to PDFs ... but they will still be PNGs. A PDF can contain a PNG, but it's still an image. To do this, look online for a free PNG-to-PDF converter. There are plenty of these.

If you want to be able to edit the text in the PNG, you'll need an additional step. You'll need OCR software. That's Optical Character Recognition. This will 'read' the text in the image and convert it to ... text, that you can edit and format as you like.

The complication here is that good quality OCR software is expensive. The better the quality, the more accurately the software will 'read' the image file, and the more closely the result will look like it does in the image. In a lesser quality application, you'll probably want to check the converted text for errors, and you'll need to format the text the way you like it, perhaps in Microsoft Word. Then save the Word document as a PDF.

Better quality OCR software also comes with a wider selection of fonts, which improves the chances that you can match the font in the original document.
