Yes, you are right. Such CPUs were originally named as x86-64 because they were developed from x86 processors.
Can I install windows 10 32-bit (x86) on a 32-bit (x64)?
My windows 10 is a 32-bit x64-based with 2GB of ram, x5-28350 processor, I want to reinstall windows 10 but the Media Creation Tool has only options for 32-bit (x86) or 64-bit (x64). Supposedly 64-bit version requires 4GB of ram or greater. Can I install 32-bit (x86) on a x64-based processor?

Yes, you can. x64 processors support both 32-bit and 64-bit Windows.
