How can I get the most performance out of my GPU?

Bear with me, this is going to be incredibly specific and I'm a layman when it comes to computers. I bought my first pre-built tower PC and have downloaded and installed exactly one game: Overwatch.

PC Specs:

NVIDIA GeForce GTX 1660 SUPER

Intel(R) Core(TM) 15-10400 CPU @ 2.90GHz

15.74 GB RAM

2560 x 1440, 180Hz

The problem: Despite running tests that show a solid 120fps, 60ms ping and 10ms latency over a 1Gig internet Ethernet connection I am constantly losing connection to the Overwatch servers and it kicks me from the game. What looks like is happening is the CPU is running at 60% while the GPU is running at 2% - 20% and is bottlenecking to the point of failure. The game doesn't crash, it just kicks me back to the menu. My concern is without a stable connection these disconnects penalize me and inconvenience the other players in my team.

My Troubleshooting: I've been working on this for the past two months ranging from graphics, power settings and router QoS. Power settings on Performance, NVIDIA on Performance. Updated router drivers. My monitor uses a DP 1.4 connection so I don't think I have anything plugged in wrong as the PC only has one port for that display type. Despite all of these performance-specific settings I'll flip to Task Manager and it just doesn't look like I'm using my GPU to the fullest. Any help would be appreciated!

    In your description, you want an indication of GPU utilization.

    I've noticed that you're having issues disconnecting from the server and kicking you back to the game menu while playing Overwatch.

    You've tried a number of things, including setting up the power supply, router, and managing graphics card usage through the Nvidia control panel. Thank you for the effort you put into fixing this issue, and I do understand the frustration of not being able to play the game properly at the moment due to some mishaps that are affecting the entire team.

    Your computer has an unstable connection to the game servers, and this issue may not be coming from the graphics card, but from the network, or the game's official servers.

    Has the unstable connection occurred in any other games? Are there any network problems when using other applications?

    In Task Manager, GPU utilization indicates the percentage of the GPU that is currently being used to process tasks. It shows how much of the GPU's resources are being consumed, thus helping you to understand how loaded the GPU is when running an application or game. A high utilization usually indicates that the GPU is handling a lot of computational tasks while a low utilization indicates that the GPU is less burdened, when you play Overwatch and find that the GPU is underutilized, this usually means that it doesn't require a lot of computation in addition to tasks from the GPU.

    Here are some ways to boost GPU performance (you've already tried setting up a power plan and setting it up in the Nvidia Control Panel, so it's not presented here)

    Enable image acceleration in Settings

    1 Right-click the Start button and select Settings

    2 Click System>Display>Graphics

    3 Click Change default graphics settings

    4 Turn on Optimizations for windowed games

    In games, try to find dynamic resolutions

    For example, in Overwatch try using the Dynamic Resolution Scaling (DRS) feature, which allows you to run the game at the optimal frame rate on your hardware.
