How do I get rid of this?

I don't know how this happens (it's happened twice to me so far), but a random edge window appears that can't be closed, is on top of all windows, can't be interacted with, and appears even when switching desktops. Why does this happen, and how do I get rid of it permanently?

Hello, welcome to the Microsoft Community.

From the screenshot you provided, it looks like an EDGE window, but it's unclear if it's related to an update for Edge. You might want to try rolling back your Edge version according to this article and temporarily move the folder in that directory to another location. Once you've updated to a stable version, move it back to the original folder, update it, and check if the issue still exists.

Update: I found what was causing the problem. It was the Grammarly desktop app.

    Thanks for the help, though!
