What does this "User" mean in installation title bar?

What does this (User) mean in this title bar (see highlighted in photo)? I noticed it during installing VS Code.

    Hi, I am Dave, I will help you with this.

    The Visual Code installer is available as a User Installer and a System Wide installer, the User version is now the preferred version, that installs a version of Visual Code that does not require Administrator privileges and the user data for Visual Code will be stored in your AppData folder.
