Smart Card Reader suddenly stopped working on Windows 11

I was just using my Identiv SCR3500C Smart Card reader to access secure files for work. Out of nowhere, my CAC reader suddenly stopped working. The issue will state "No Client Certificate presented". Basically it doesn't seem like the smart card reader wants to engage when it should be doing so when accessing secure sites. When I take the Smart Card reader and connect it to my other computer (a Mac) it works with the card no issues. What on earth is wrong and how can I fix this? I tried the following:

  • Uninstalled SCR3500C Smart Card reader, then reinstalled after restart
  • Deleted certificates from Internet Options - Certificates - Personal

I have the same issue and followed the guidance provided by Daisy Zhou123.

My issue appeared after the September 2024 monthly security update.

Again, I had a functioning card reader (verified on separate device), valid certificates (do not expire until 2027), and went through the process of updating device drivers, uninstalling/rebooting/reinstalling device drivers, as well as removing certificates/reinstalling certificates and attempting to access the secure site via two different browsers.

This is an issue connected with the September Microsoft Update. Please provide an actual solution.

    Thank you.

This restored CAC reader access for me:
---
---

Log on as the local administrator. Go to Start, Run, type in: services.msc, Verify that both ActivClient middleware and SmartCard services are stopped. (Windows 8 users hover your mouse in the lower right corner of your screen to get the Charms bar to show up. Click Search, type in "regedit.exe" then click it with your mouse.)

From the Search programs and files (Windows 8 and newer): type: Regedit

Navigate to "HKLM\Software\Microsoft\Cryptography" Right click on the Calais folder then choose "Permissions".

Verify "LOCAL SERVICE" exists, if it doesn't, click "ADD"

In the large white box type "LOCAL SERVICE" IF your computer is part of a domain, you will need to add your computer name\ before "LOCAL SERVICE"

    Click Check Names, then OK.

Select Local Service -> Click Advanced (button) -> in the Permissions (tab) select LOCAL SERVICE -> and click Edit. (Windows 8.1 & 11 users will need to click "Show advanced permissions" to see these).

    Mark the following with Allow:

    Query Value

    Set Value

    Create Subkey

    Enumerate Subkeys

    Notify

    Delete

    Read Control

    Click OK

Same issue here, occurred on three of my computers within a month's time or so. Fairly confident it's related to an update but I can't find a fix. Initially thought it was a defective card reader, got a replacement but no resolution. Still works fine on my Windows 10 PC.

Edit: just found the issue in a reddit post. Looks like there was a Windows update which disabled smart card readers. Appears that new drivers need to be issued for the affected smart card readers.

    To fix:

    Click Start, type "core isolation"

    Turn off "memory integrity"

    Reboot

    Click Start, type "core isolation"

Turn off "microsoft vulnerable driver blocklist"

I too have the same issue.....SurfacePro 9, Windows 11 and an SCR3310 v2.0 card reader. The reader is not USB-C, so I use an adapter....troubleshooting revealed the adapter works fine with other devices...so back to the reader and Device Manager reveals the problem is with the reader even though I've updated the driver. Could this be firmware on the reader? Is the issue with the September 2024 monthly security update?

I too am interested in an actual solution as this severely impacts my ability to work remotely.

I have the same problem. My card reader works fine with my Windows 10 Machine, My Windows 11 machine indicates my card reader is there, the driver is installed, but it does not read the card. Turning off the blocklist did not fix it. When will Microsoft remedy this?
