I am unable to download update from Windows 10 to Windows 11 22H2

After over 2 years, I have finally received a notification to download and update from Windows 10 Ver 22H2 (OS Build 19045.4894, Windows Feature Experience Pack 1000.19060.1000.0) to Windows 11 , I have attempted to download 6 times without success, failure code 0xc1900223. I have run the Windows Update Troubleshooter and it initially said it made "some changes", but still will not download. My laptop is connected to a power source, USB device (mouse) removed per general troubleshooting guidelines, but only got to 8% downloaded until it quite.

What can I do to get this update downloaded? Thanks in advance for your help.

    Hi Mark,

    You can try this method to upgrade to Windows 11 23H2 without data loss.

    1. Download Windows 11 Media Creation Tool (MCT) from this link:

    https://go.microsoft.com/fwlink/?linkid=2156295

    1. Run MCT and download the ISO it recommends for your system. Do *not* uncheck "Use the recommended options for this PC".
    2. Right-click on the downloaded ISO and choose "Mount." This assigns the ISO a drive letter.
    3. Run setup.exe from the ISO drive. This starts the in-place upgrade.

    (Your files, settings and applications will be preserved if you use the ISO recommended for your system by the Media Creation Tool.)

    We're glad to hear that you were able to upgrade to Windows 11, but it's unusual to keep encountering update installation failures, so let's explain the situation first.

    Error code 0xc1900223 means that there was a problem downloading and installing the selected updates. Windows Update will try again later, and no action is required at this time.

    When our Windows 10 is upgraded to Windows 11, its corresponding key will be recognized by the server, and then it will automatically recognize the key and activate your copy of Windows after you reinstall Windows 11. However, since many users have also reported some application compatibility issues after upgrading from Windows 10 to Windows 11, in most cases we recommend that users back up their data, install Windows 11 cleanly, and then install the corresponding version of the application to resolve compatibility issues. However, that is the case when Windows 10 is upgraded to Windows 11 and their key can activate the corresponding version of Windows 11, so it may not apply to the situation where you have not completed the upgrade, because after reinstalling Windows 11 directly, the server will recognize your activation key as the Windows 10 version, resulting in activation failure. So let's try the general update error troubleshooting solution first and then discuss further.

    Please reset the update cache file and Windows Update Service before trying to update:

    1. Search CMD, find Command Prompt, and choose to run in administrator mode
    2. Enter the following commands in sequence, and press Enter after each line net stop bits net stop wuauserv net stop cryptsvc ren %systemroot%\SoftwareDistribution SoftwareDistribution.old ren %systemroot%\System32\catroot2 catroot2.old Del "%ALLUSERSPROFILE%\Application Data\Microsoft\Network\Downloader\qmgr*.dat" net start bits net start wuauserv net start cryptsvc

    If you still have problems after resetting the Windows Update Cache and Windows Update Service, it is recommended that you provide feedback on this update and report the model and error that failed to update.

    Then search for Event Viewer in the search box and check if there are other specific errors in the pop-up window.
