problems with my cpu speed and performance after windows 24h2 update.

Just did a clean install off windows 24h2 and for some reason my cpu wont run at its full speed anymore. i use fixed frequency in bios 5300 for p cores and 4300 for ecores. windows says that the ground speed for my cpu is 3.4ghz. things i have tried to solve the problem:

  • downloaded windows 24h2 trough iso,media instalation tool,from my computer, and installed the windows24h2 repair update.
  • idle disabled in powerplan.
  • Tried all the different powerplans.

-windows update, iobit driver updater pro version and even armoury crate to update to the latest drivers, also tried downloading chipsets and driver manually wich made no difference.

  • tried running my optimized settings in bios, tried intels recomended default setting,removed cmos,tried running cpu at higher amps,voltages and watts aswell.

-tried monitoring my computer at idle speeds and under heavy load with task manager and hw monitor. temps and voltages are fine no errors in hw info, and passing r15,r23 and y crunsher tests. also no ram errors under stresstest.

-tried unplugging my power cable from computer and holding in the powerbutton for 30 seconds.

  • tried attribute reg change from hex 2 to 0 in registry location: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Power\PowerSettings\54533251-82be-4824-96c1-47b60b740d00\bc5038f7-23e0-4960-96da-33abaf5935ec.
  • also checked attribute reg star is set to 3 in registry location HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\intelppm
  • tried to Disable Virtualization-Based Security.
  • some other bios changes i have tried disbelling Intel Dynamic Tuning Technology (DTT), all etvb options, ia and sa cep,cstates, hyperthreading and turbo boost. securbe boot both on and off.
  • tried closing all programs incase off conflicts. also tried uninstalling certain programs, and drivers.

-Game mode on and off including hags.

-tried running dism.exe /online /cleanup-image /scanhealth

dism.exe /online /cleanup-image /restorehealth

dism.exe /online /cleanup-image /startcomponentcleanup

sfc /scannow.

-Also tried searching the internett for answers.

-disabled core parking.

My specs are Asus z790-a. intel 13700k. nvidia g force asus rog 4070ti. ram is g skill tridend z 3200mhz cl 14.

And also for context in task manager and hw info its says thaty my top speed for my cpu is 3400mhz, when it should be running at 5300mhz.

    If you are doing a clean install I would install Win 24H2 1742 also from here (Disconnect from the internet or it may update to a newer version)

    Download the files extract and run the one below (As Admin) and then wait for the iso to be created (Be patient takes quite a while - All the files come from Microsoft so completely safe.

    Hi,

    I went back to Windows 11 24H2 26100.1150 and my Benchmarks were all OK - Any version after that showed lower CPU performance.

    I noticed while testing that  Windows 11 26100.1150 was using P-Cores Ok but in later versions E-Cores were being used instead of P-Cores hence the lower performance.

    It look like whatever controls the P-Cores and E-Cores it working the wrong way round.

    Hello, I have exactly the same problem on the 24h2 version with an i5 13600kf processor, the results in 3dmark time spy are 1k lower than on the 23h2 version, so it is not a problem with the Intel BIOS but with the Windows version, because I have the latest BIOS version installed and it is configured on this one as well. the previous version of windows gave time spy 17 on the CPU, now it is 16k, so it is clearly the fault of the underdeveloped 24h2 version.

    Hi,

    I did all the steps above and the settings "High Performance/High Efficiency/High Performance High Efficiency/" do not show?

    The new settings I see are below.

    I tested all and they do not improve the performance of my Core i9-14900KF (Disabled does reduce performance)
