My son has the messenger kids app on his iPad. He wants to talk to his friends but it says he needs to allow access in settings. When I go to settings there no place that says anything about messenger kids

This is not a access settings related to Windows or Microsoft products, it is not related to Microsoft's family safety feature either.
It is a settings on his local iPad. On his iPad, go to Settings > Privacy & Security > Microphone, and make sure the toggle for Messenger Kids is turned on.
