Is it legal to buy OEM key

I came across a company named XYZ that sells OEM keys for windows at significantly lower prices compared to retail key. I would like to understand the legal implications of purchasing and using these OEM keys to activate my personal computer or laptop.

    Purchasing OEM keys from companies like XYZ at significantly lower prices can be risky. OEM keys are meant for pre-built computers and are usually tied to the hardware they were originally installed on. When these keys are resold to individuals, it may violate Microsoft's license agreement, and the keys could be obtained through unauthorized channels. If you buy and use such a key, it might not work properly, and Microsoft could deactivate it later. You may also not receive support from Microsoft, and there's a chance the key won't be valid in your region. For a secure and legal option, it's better to buy a Windows license directly from Microsoft or a trusted reseller.

    In theory an OEM licence is for a system builder to use and sell a system they are not for users to buy and use themselves. (although I'm sure many do)

    An OEM product key (licence) is always cheaper than a retail licence as it doesn't have transfer rights to new hardware and it does not have Microsoft support. The support should come from the system builder.

    If the keys are sold as just keys and very cheap then they are likely not legal and may not work with Windows 11.

    Since reselling OEM keys may violate Microsoft’s license agreements and involve unauthorized channels, could Microsoft take legal action against these companies? If so, what potential consequences might these companies face?
