Dear sharon,
Hello! Welcome to the Microsoft Community. I'm glad to be able to help you. If I don't understand your question, please let me know immediately.
I understand that you seem to want to enter the system without adding an account when logging in. It is feasible not to add an account, which means that you do not need to log in to some registered accounts, but you still need to create a user for the computer. It can be a "local user" used only on this device.
- OOBE\BYPASSNRO method: This is by far the easiest option as it only requires a few steps during setup to skip Microsoft account creation. Here are the steps:
- Disable the Internet connection before starting setup, for example, by disconnecting the LAN cable or disabling Wi-Fi.
- On the screen, use Shift-F10 to open a Command Prompt window.
- In the Command Prompt window, type oobe\bypassnro and press Enter.
- Windows will automatically restart and return to the Let us connect to the network for you screen. At this point, you can select "I don't have an Internet connection" to skip this.
- Then select "Continue with limited setup" and create a local account during setup
- Modify the registry: This method can effectively bypass the Internet and Microsoft account login requirements of Windows 11 22H2. The specific steps are as follows:
- Disable the Internet connection before starting the setup, for example, by disconnecting the LAN cable or disabling Wi-Fi.
- On the screen, use Shift-F10 to open a Command Prompt window.
- Type regedit to open the registry.
- Locate the registry at HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\OOBE, create a new DWORD (32-bit) value called BypassNRO, and set the value to 1.
- Once created, exit the registry. Back in the command prompt, type shutdown /r /t 0.
- Windows will automatically restart and return to the Let's connect to the network for you screen. At this point, you can select I don't have an Internet connection to skip this step and set up a local user to log on to Windows 11.
Disclaimer: Generally, modifying registry subkeys or work group is intended for advanced users, administrators, and IT Professionals. It can help fix some problems, **however, serious problems might occur if you modify the registry incorrectly. Therefore, make sure that you follow these steps carefully. For further protection, back up the registry before you modify it. Then, you can restore the registry if a problem occurs.**For more information about how to back up and restore the registry, click How to back up and restore the registry in Windows - Microsoft Support to view the article.
I hope the above information can be helpful to you. If you try the solution, feel free to tell me the results or the problems you encounter.
Best Wishes
