In your description, your computer seems to be lagging, especially when playing videos.
I noticed that you have provided us with an image, I apologize that there is a problem with the display of this image and we are not able to view what you have provided through it.
Does this issue only occur in playing videos? Does it appear in other store operations?
If you can, please record a video of the current situation and provide it to us.
Below are some tests prioritized for the video playback lag issue.
There are a number of possibilities for this issue and we would need to know more information along with some testing to determine what the issue is.
What is your operating system version? You can check by searching for “System information” in the taskbar.
Are you watching the video online (in a browser) or locally (in a local video player)?
If it's an online video, then the problem may be network related, if so please let me know.
We'll treat it as if the local video is having this problem for now.
Please tap Esc + Shift + Ctrl at the same time to open Task Manager, click on the Performance tab and check if the system resources (CPU, GPU, RAM, Hard Disk Usage) currently being used by your system are high, if yes, then this is most likely a heavy task that your system is currently performing, please try to close unnecessary background apps as much as possible.
This issue can also be caused by video players as well as software, please try to use more than one video player (e.g. Media Player or Media Player Legacy) to see if you have the same problem.
To rule out other third-party software, I recommend trying a clean boot which starts Windows with a minimal set of drivers and startup programs. It can be used to determine whether a background service or program is interfering or causing a problem.
These steps of "clean boot" might look complicated at first glance. However, to avoid any trouble for you, please follow them in order and step-by-step.
In a clean boot, just try playing the video to see if you have the same problem.
In addition, this issue can also be caused by a driver error in your video card, please download and install the corresponding driver from the official website of your video card's device manufacturer, based on your video card's model number or serial number, and see if you have the same issue after that.

Play the video in Safe Mode to see if you have the same issue.
