Can you launch the onscreen keyboard, and tap on the Windows key, then tap on R. See if it works. If it works, it is 100% on the keyboard, if it doesn't work, then it can be on the system.

I cant use windows R, or any other commands. Because whenever I try to it just searches on my desktop a app with the same letter in it. Like when I type R for windows R it highlights one of my games with R. I click Win + R and all it does is just highlight. I cant find the command I accidently clicked for it.

Logitech keyboard has a game mode switch. This mode can turn off the Win key. Does your keyboard have a game mode indicator light? It should look like a joystick icon. If it is on, then you know for sure this is game mode.
I don't know on top of my head, but it might be Fn+F8 to disable/enable it. Otherwise you have to refer to Logitech instruction/user guide specifically for this keyboard model to find out how to turn it off.

Based on the symptom, it looks like the Windows key itself is not in effect.
If you press the Windows key itself, does it launch the start menu?
What's the brand of your computer? Are you using a specialty keyboard, like a gaming keyboard, or a Logitech keyboard, etc?
