I have the same issue, My USB-C dock seems to be causing the issue, however using different USB-C does not solve the problem, nor does replacing the Dock with a different make and brand new device.

I keep hearing the Windows "USB plug and unplug" sounds. I'll get a barrage of them at once and then it will be silent for a few minutes before it does it again. I checked USBLogView, and this is the info on what is plugging and unplugging (I tried to include a screenshot, but I was having upload errors):

Description: Billboard Device
Vendor Name: Realtek Semiconductor Corp.
Serial Number: 123456789ABCDEFGH
It's hard to catch the billboard device in the device manager because it disappears when it "unplugs". Though I'm not sure what I would accomplish if I were able to catch it there.
I have a monitor connected to what I suspect is the problematic USB-C port via a USB-C to DisplayPort cable. The monitor doesn't glitch out or anything when I hear the plug-unplug chimes. The only reason I know it's happening is because of the sounds. This started happening 2 days ago, and I don't recall making any significant changes to the system then. I will sometimes use the same USB-C port to charge my laptop, I don't know if that is causing problems long-term?
Please help me

- Yes, it only occurs when it's being used as DisplayPort.
- I do not see any driver updates around that time. The most recent driver update happened in September, and it wasn't a problem until October 31.
I also don't know why it stopped doing it for a week, only to resume on November 12.

The "Billboard device" is used for "Alternate modes" like DisplayPort. It advertises the modes it supports, and should be replaced by the device once an alternate mode has been selected.
To better understand the problem, I want to ask a few questions:
- Does the phenomenon only occurs when the USB port is being used as a DisplayPort? Try using it for other functions (like connecting your smartphone), and see whether the issue persists.
- Did the system perform a driver update? To check, right-click Start->Settings->Windows update->Update history->Driver updates, and see whether there is a driver update during that time.
