This is incorrect if you buy a logitech one. You can use the logitech dongle with any logitech wireless device. They have an app that you can re-pair any Logitech dongle with any Logitech device.
Can you buy replacement dongles?

I have the Microsoft Sculpt Ergonomic Wireless Desktop Keyboard and Wireless Mouse L5V-00001 and have lost the dongle for it. Can I buy a replacement dongle?

Logitech sells the vast majority of their products with what they call a Unifying Receiver and devices can be added and subtracted (synchronized) with any Unifying Receiver.
I also saw a post telling how to sync a Sculpt keyboard with a new transceiver, but I can't find how to get ahold of an actual transceiver.

Unfortunately these USB receivers/dongles are unique to the keyboard/mouse it came with. They cannot be replaced. This is unfortunately the case for any brand of wireless keyboard/mouse.
I will recommend that you go with the bluetooth keyboard and mouse that doesn't require the dongle, meaning it can connect directly with the computer's bluetooth feature. This way you never have to worry about losing the dongle again.
