App Installer failed to install package dependencies. Ask the developer for Microsoft.VCLibs.140.00 package.

The command Add-AppxPackage 'https://aka.ms/Microsoft.VCLibs.x64.14.00.Desktop.appx' appears to not always download the latest version resulting in a VCLibs version mismatch when trying to install the latest version of the DesktopAppInstaller.

Windows cannot install package Microsoft.DesktopAppInstaller_1.24.25200.0_x64__8wekyb3d8bbwe because this package depends on a framework that could not be found. I looked everywhere to download this version but no luck ..... please give links to download it
