Troubleshoot Windows Update Download error - 0x80040154
I am running into Windows Update download error 0x80040154 on 2024-09 Cumulative Update Preview for Windows 11 Version 23H2 for x64-based Systems (KB5043145) using Windows 11 Home.
Here is what I have tried:
- Restarting laptop
- Update troubleshooter - said it found and resolved update issues (copied and saved results)
- Turned off antivirus/antimalware software
- checked drivers for errors
- Remove external hardware devices
- Renaming distribution folders as an admin
- When tried renaming catroot2, got an Access Denied response but everything else seemed to work
- Tried to use SFC
- scanhealth, restorehealth, and startcomponentcleanup all seemed to work but sfc /scannow could not run because "windows resource protection could not start the repair service"

I understand that you're having trouble installing the latest Windows updates. Please download and run the Windows Update Reset Script on your device.

• Right-click the WuReset2.0 and select Run as Administrator.
• Click Run anyway if the file is blocked by Windows Security. The script is safe to use.
• Please wait for the operation to be completed.
• Restart your computer and install the updates again.
If you're still having trouble installing the updates, use the Windows 11 Installation Assistant to download the latest 24H2 updates on your device.

After that, I attempted the Windows update and received the same error. So I ran the Windows Installation Assistant and even it failed with the same error code.
Any other suggestions? I can't imagine that "Reset this PC" would work any better than the Windows Installation Assistant but I could be wrong.
