Why is my computer so slow?

I have a laptop that has 3TB of storage, 32GB ram DDR4, i7-12650H, RTX 4060 and not good cooling. It runs BeamNG.drive at normal presets at 50fps, a GTX 1060 with 8GB ram with an i5-6500 runs 75fps at normal. Why is it slow? Is it because of the OEM drivers or software (there's only one.), i only have 169 apps installed which most of them are just Steam games that are 10GB each (10 games at the E: drive [secondary drive]). I've tried reinstalling windows with a USB but it seems like this is underclocked by OEM? How can i normal-clock it? Also, the GPU voltage is 0.6V, how can i make it higher?

If you can't change it in the BIOS, and it's a case where overclocking and other options have been turned on you can't change the frequency of the hardware itself, it's written in the hardware by the manufacturer, and you need to provide a Bios update from the manufacturer. You also contact the manufacturer, they can also give you more professional answer.

    I think it's because of first 3 reasons you said, how can i make better cooling (i have a 12k rpm fan blasting at it with a rampage cooler), i don't have any other power plan aside from high performance, and the bios doesn't have any advanced customization, how do i unlock my bios?

    1. As you mentioned, the heat dissipation of the computer is not very good. This may cause the CPU and GPU to downclock due to overheating under high load. Check and clean the cooling fans and heatsinks to ensure good ventilation. Consider purchasing an external cooling pad to help with cooling.
    2. Ensure that the power plan is set to “High Performance” to avoid CPU and GPU frequency limitation by power saving policies under high load. Select “High Performance” in “Control Panel” -> “Power Options”.
    3. Maybe your system is limited by OEM in BIOS/UEFI. Enter BIOS/UEFI settings (usually by pressing F2, Del or other specific keys during bootup) and check if there are performance related options (e.g. CPU power saving mode, cooling strategy, etc.) that can be adjusted.
