I had the same issue, where it kept popping up. I'm not sure if this is the fix, but I turned off the last setting and haven't gotten the popup again:
"Let Windows and Apps Access Your location" message constantly

Starting about a week ago (probably after a Windows update) I am getting this annoying message popping up all the time:
If I Open Settings it shows that Location Services is switched off (which it always has been and is what I want).
Is this seriously going to pop up for every program I launch now??!!

We should not have to spend hours trying to turn off an annoyance that was created by incompetent programmers who feel the need to force their stupid ideas on us.

Will you create an update that resets the functionality to what it was previously? This is a lot of unnecessary work for the user that looks to be forced on the user by a incompetent programmer or administrator at windows.
