"see more" button on File explorer fix

I have attached an image of what I'm talking about. This began recently. It's the only window task bar option menu to display above the window. All of the other lists drop down into the frame, as they should. When I have file explorer full screen, it still goes up and runs out of frame. How do I fix this?
