Hi All
I am having an issue with an RDS License server. I have setup the RDS licensing server however, recently we had all users unable to access the system due to the grace period running out, we have now fixed this so the server is not in a grace period however I am still getting the following error message.
The Remote Desktop Session Host server is in Per User licensing mode and No Redirector Mode, but license server does not have any installed licenses with the following attributes:
Product version: Windows Server 2019
Licensing mode: Per User
License type: RDS CALs'
However we have the licenses installed, the server is using Group policy to point to the correct server and by all accounts it looks like it is setup. No user is having any issue remoting. I have gone over all the settings and cannot see why this error message is coming up. Picture below of setup

I am having the same issue. 2019 server with 2019 per user CALS. Just added a new Session host and it is getting this error. I went and checked our existing session host which never had that issue and it now has the issue as well. Doesn't appear to prevent users from accessing it though. At least not yet.
@Anonymous thank you for that, strangely I have checked this and the is no errors apart from one warning stating the CAL count was under the issued (which was rectified), no other error messages. Maybe some sort of bug?
Is the license server a member in AD Builtin/ “Terminal Server License Servers” group?
Have you verified with lusrmgr.msc or get-localgroup that it actually made it from AD security group configuration to the local machine Builtin configuration?
If not, gpupdate.exe /force /boot
restart the license server machine.
Then do the same on the rdp hosts.
