7zip setup sfx file corrupted in windows 11 normal mode but works in safemode

I have a 7zip installation package for a driver, in safemode i can install it without problem, but in normal mode, it always return file corrupted at variouse percentage of extraction.

I just did a total windows 11 reset with clean hard disk.

Seems some service is interfering with the extraction service, but don't know what.

I did try turn off antivirus program, turn off windows search, turn off write cahcing on the disk drives.

Seems nothing works.

Also did total memory test and chkdsk, nothing is wrong with those.

Also noticing a lot of random crashes of games etc. most related to ntdll.dll
