Images / videos / games blurry and downscaled despite max settings.

It seems all 3d objects are all rendering poorly for an unknown reason. I have tested my GPU, which passes benchmarks fine and no artifacts are detected, so I believe I can rule that out.

My setup consists of a:

RTX 4060

Ryzen 7 7700

16GB DDR5 RAM

1TB SSD

So far, I have tried everything I can find, even a clean windows install with fresh driver updates to new display cables and even several different monitors, but the issue persists. No number of settings altered in Nvidia Control Panel seems to fix the issue, either. Disabling anti-aliasing has only a minor impact with some games, but it's neglible.

Also worth noting that it's primarily small images and distant objects in games that look particularly abysmal. Images for reference in comment below.

    I have unfortunately tried all of these things; I have some background in tech and computers myself, and this does seem to be a windows exclusive issue, as it has happened to two setups of mine with different displays, display cables, and entirely different GPUs.

    Whether it's a windows scaling or Nvidia optimization issue is to be determined, but it does seem to be triggered by specific applications which then affect other applications as well. In my case, the game Smite (by Hi-Rez Studios) caused this to happen twice.
