Microsoft are slowly releasing version 24H2 around the world, they monitor that update and when problems are reported, they patch the update and then release it to a wider selection of hardware, currently there are some blocks on some hardware configurations like some Asus laptop models and PC's with WD or Sandisk SSD drives.
If your system is still on version 21H2, that is a very old version of Windows 11, you seem to be missing a lot of updates, including 23H2, is there no other large updates listed in your updates section in the settings app?
If you want to manually install version 24H2, the most successful method is to use the Windows 11 ISO to perform an in-place upgrade.
Please follow the steps, this is then not like re-installing Windows, it is just like an update and your personal files, settings and installed software will not be affected.

When the ISO file completes downloading
Disconnect from the Internet
Disconnect all external devices with the exception of a mouse or keyboard.
Temporarily disable any 3rd party Anti-virus you may have installed
Then, in Windows File Explorer, double click the ISO and then run Setup.exe and select the Install option.
