Changing maximum processor state from 100% to 99%

Hello,

I have a gaming laptop with i7-12700H and RTX 4050 GPU and 16 GB of ram.

When running graphically demanding games, I noticed my CPU temps peak to 90 C while CPU utilization stays at 40-50% maximum.

So I searched for a solution online and I found that I could reduce the maximum processor state from 100% to 99% and reduce the temps by nearly whopping 20-30 C. Microsoft forums has had some answers regarding this issue, but neither of them provided what is actually happening here.

I need to know,

What does this do to my laptop?

Will it harm my laptop in the long run?

Does the processor draws more or less power after reducing it?

    Intel CPU has a technology called Intel Turbo Boost Technology, it can somehow accelerate your CPU but create a lot of heat. To turn off this feature, you can set the maximum processor state to 99%. It can cool down the CPU a bit and get better performance since modern games rely more on GPU. Your laptop's temperature will become lower, which will make the GPU work better.

    It won't do harm to your laptop and the processor draws less power after you set to 99%.
