Given that you mentioned your issue temporarily fixed itself shortly after you reset the network, but came back later, we suspect that this problem is caused by some software conflicts. Do you have any security software, such as Kaspersky or Avast? If so, press Windows + X and click Device Manager. In Device Manager, look for any VPN devices. If there is one, please give us some screenshots and we will consider the next step.
