I downloaded a app called ezfn and now I can't open anything or reset my pc even in safe mode

I tried getting it because my friend told me and then it was a virus and now I can't open anything else and it is not letting me reset even is safe mode but when it opened command prompt I tried declining but it still went through and it says I need a administrator to delete some things

    Hi, I am Dave, I will help you with this.

    Can you access the Recovery Environment using these steps and if so, have you tried all options, including a System Restore, Safe Mode and a Windows Reset from there and are all those options failing

    Start your PC, just as Windows attempts to load (spinning dots), press and hold Power Button for 5 - 10 seconds to perform a Hard Shut Down

    Do this twice

    On the third start Windows will boot into the Recovery Environment and from there you can access System Repair, Safe Mode, Command Prompt... etc.
