Taskbar is hidden when I alt-tab out of a game

I'm running Windows 10 and if I'm running a game fullscreen, or borderless window, then my taskbar is completely invisible if I alt-tab out of the game.

It shows up on my second monitor, but it's extremely aggravating to alt-tab and not be able to quickly check something on my primary monitor.
