Screen is freezing but mouse moves

The screen will freeze for several seconds before unfreezing. The mouse is still able to move, but its sprite won't update.

Solutions tried (none of these work on this computer):

  • Changing screen resolution
  • Updating the GPU driver
  • Clearing temporary files
  • Checking for RAM issues
  • Disabling Windows Defender
  • Restarting explorer
  • Running DISM and SFC scans

Task Manager's Resource Monitor does not show any indicator of the GPU freezing.
