I am afraid this is corruption issue. You are in a catch 22. You need admin access to fix it. Typically you should have full admin access in Safe Mode if you system doesn't have admin at all, because it is using the built in system admin (administrator) here. But if this profile is also corrupted, then it is doomed.

I am afraid you will have to backup your persona files and perform a clean install .

I was able to access safe mode as ive done before but User account Control prevents me to do anything such as updating my account type.

There is no Organization email listed in Work or School.

Ok, walk me through this -

You were able to access safe mode no problem, right?

And this issue is what prevents you from launching netplwiz, is that right?

If so, can you go to Settings > Accounts > Access Work or School, is there an organization email listed here?

There is no other accounts then this one i have been using since ive ever got this PC.

When i pressed enter after netplwiz It showed me a User Account Control tab and asked me for a 5 digit PIN i dont have sent up and after i guessed 5 digits it gives me error code 0x8007139f, over and over again. User Account Control has been preventing me from fixing this myself.

Please see if you have any way to fix this.

    Hello,

On this computer, it doesn't have an admin at all, or it has an admin, but you don't know the password?

If it doesn't have admin at all, there's a way to recover admin access.

Hold down Shift key while you choose Windows restart, then go to Troubleshoot > Advanced Options > Startup Settings, click on restart, then choose option 4.

When prompted for password, leave it blank and enter.

When you are in safe mode, hold down windows + r keys, type in netplwiz and press enter.

Then double click on your username, go to Group Membership tab, make it admin.

Restart, log back into your user. You should now have admin access.
