Do i have to buy windows for a new pc?

I currently have 2 laptops with windows 11 on them. I didn't purchase it, it was already on them.

I am planning to build a pc, would i have to purchase windows for that?

    Yes, if device come with Windows pre-installed, they are OEM license and they are non-transferable meaning you could not install them on any other devices. In addition, you could only install Windows consumer license in one PC. If you build a PC, you need to purchase a new Windows license and just make sure your hardware is compatible with Windows 11.
