This is obviously a hardware issue, so it is not something you can fix via Windows settings or any other software way.
While there's absolutely no guarantee, besides using a fan or blow dryer (low heat) to dry, make sure disconnecting power and if possible, battery, sit the laptop upside down to allow it to dry, and to prevent the moist from going down further on the motherboard can prevent further damage.
Otherwise you will likely need repair.
