I want to dualboot Windows 11 and 7 to get the best of both worlds (or worst), but I need a Standard NVMe Driver. I wanna know where I can get hotfix KB2990941 so I can install this driver and finish the dualboot.

As Microsoft no longer distribute the hotfix, you have to look elsewhere. The link below is hosting the 64 bit hotfix.

You can't dual boot 7 and 11, as the computer manufacturer will not supply Drivers for both on the same model computer.

    And neither comes for free.

And your Computer or Hardware Manufacturer are the ones who write the drivers for their Hardware.
