The Microsoft ISO download page doesn't offer an option to download 23H2. However, you can get it from the Microsoft servers via UUPdump.net, a third-party portal. The UUPdump portal is a third-party project that downloads the setup source files from Microsoft and constructs the ISO.
Visit the following link:
https://uupdump.net/known.php?q=category:w11-23h2
Select the OS language, and click Next.
Select the editions you need, and click Next.
Click the "Create download package" button.
It downloads a ,zip file. Extract the zip file contents to a folder.
Run the file "uup_download_windows.cmd" to launch the ISO download.
Note:
The setup source files are downloaded from Microsoft's servers.
