Install KB4534310 with nothing but KB4474419 and KB4490628 in place. So not last but basically first.
(ONLY) Security Monthly Quality Rollup for Windows 7 for x64-based Systems Fails (KB4534310 ERRORS 80070002, then 800200010, now 80246007). Reinstalled Windows 7 Twice, no help.
Whenever, I try to install this Windows Update KB4534310 or KB4539601 on "Windows 7 Home Basic SP1" (Old Lenovo G580), **** no matter times I try to install this update keeps on failing.
It gets installed at first, it restarts and shows "configuring updates".
Then again restarts & shows "configuring updates", then starts showing "Failure configuring updates, reverting changes"
On checking the update history of failed updates, it shows error code 80070002.
I checked online and found it means windows update packages are corrupted.
I have stopped BITS, Cryptographic & Windows Update Services, cleaned "SoftwareDistribution" then started services, checked/downloaded updates from scratch - didn't help
Did sfc /scannow - Report came back normal - didn't help
I have restored my system 2 times - didn't help
Tried installing manually (along with every fix I tried above) from Microsoft Update Catalogue using '.msu' files - didn't help
Please let me know how to fix this, these are the last 2 updates, and I want to update this to make a master backup, so I don't have to install things again.

Microsoft Security Quarterly Monthly Rollups Fail - Microsoft Community
Facing an issue as described above, for me (currently) it is this one though with roll up KB4534310 (Current Error 80246007)
I started hiding the roll ups, since they did not install, which started showing previous month's rollups & some standalone updates.
Every old rollup failed, and every standalone update succeeded.
Once all rollups were disabled & I stopped getting any other updates, I tried hidden rollups by restoring them.
They all failed with 800200010 (notice the changing error codes for the same update 3 times)
Interestingly, following 2 got installed, rest did not.
Other than rollups all the updates till date have installed successfully.
Including Microsoft's 3rd party software updates such as for Microsoft Office 2016 Pro and Microsoft Security essentials.
Downloaded approx. 2GB updates between these 2 just yesterday. Total 5GB worth updates installed flawlessly.
Which means windows update is working fine.
Current Issue: Windows update keeps downloading this update, stuck at 5%
So, I searched KB4534310 from Windows Update Catalog and used the following
windows6.1-kb4534310-x64_4dc78a6eeb14e2eac1ede7381f4a93658c8e2cdc.msu
Then I got the following error on executing it: 80246007
Facing identical issue with the "Optional" version of this same update. (It is not the one I need though and should hide itself when the KB4534310 installs)
I have not tried a suggestion given in the comment but will try and edit the post again when I succeed.

Topic for another day: Upgrading to Windows 10 fails at 95% with some error related to raid (though my HDD is on SATA), hence for time being I want a perfectly working Windows 7 copy.

But that did not work for me. I installed them but they are already in my system.Also, I have both these updates with me in a folder (I deleted the old files and installed from the new ones, just to be sure), which means I have already tried this on someone else's suggestion, but it did not work then too.
You mentioned to install the 2 pre-requisites "first", how can I install it first? There has to be some reference in time. My Windows 7 source has SP1 pre-installed as a hidden drive from 2013, I think.
Do you think it will work any other way? Or do I need to reset the system?
