The restart date is 100 years in the future. ( I have not the skills to put this date in)
Does this matter?.
I tried to start the Software Protection but when I click the start button, the progress gauge stops at only15% complete and the status sign changes from "running" back to "stopped"
The reason why I started of my investigations was that my monitor screen goes black f for a few seconds repeatedly when I start up. After an hour or so, these blackout become less frequent

It seems like there are two different issues. Ideally Software protection service handles Windows and Office activation, not related to the hardware. Let us dig deeper.
Type "winver" in the search/Run box and press enter.
What is the Build and version number reported in the Window?
