According to Microsoft Learn:
"Organizations currently can't change to different product families, such as from the Business plan to the Enterprise plan. Therefore, it's important that organizations perform their due diligence when determining which plan best fits their business needs."

As I never heard of this before I tried to find out how to check what my own tenant is registrered as. But bing and google couldn't help me.

  1. How do I find out what tenant I have?
  2. Is tenant to tenant migration a solution if you want to change plan?

This seems to be outdated info. Back in the day, we had such restrictions, but since at least 4-5 years it's possible to mix and match Business and Enterprise plans as you see fit. Here's an excerpt from the service description: https://learn.microsoft.com/en-us/office365/servicedescriptions/office-365-platform-service-description/office-365-plan-options#changing-or-mixing-plans

You can combine Enterprise, Business, and standalone plans (for example, Exchange Online Plan 1) within a single account. However, existing limitations on the number of seats per plan do not change. For example, you can have up to 300 seats per plan on both Microsoft 365 Business Basic and Microsoft 365 Business Standard, but an unlimited number of users on Exchange Online Plan 1.

Wording could have been bit better, but I think they are try to say you need to validate the number of users/licenses required.
In other words, check if you can buy Business plans or need Enterprise SKUs, as you cannot trade them/swap, and - after buying the other SKUs - you need to reassign SKUs and attached plans.
