I am having an identical issue. However in my case, I am trying to create a recovery USB from my Microsoft Copilot+ Laptop, which is an ARM based laptop. The MCT specifically states it does not run on an ARM system. I have also tried to download via Rufus, but it gives an error that the underlying connection was closed.
As a sidenote, I already tried MCT just for kicks on my ARM laptop, it didn't actually run, it just popped up a message letting me know I'm already on the latest version of Windows, and this would be fantastic news except I'm trying to fix my Desktop, not my laptop.
The Desktop is currently in a BSOD loop with a Critical_Process_Died error, and I'd like to just install a new version of Windows from a USB drive, but apparently this is borderline impossible between the errors on the website and the MCT tool making assumptions about which system and version of Windows i'm even trying to fix. Any suggestions would be appreciated.
Effectively >ALL< I need to do is download the ISO onto my USB, why this is so complicated is baffling.
Why can we not download the file, this should be a basic thing. You shouldn't need top contact support with a reference code. No VPN, only Windows defender running and still blocked. Bit of a joke.
This doesn't work if you need the ARM version of windows 11
