Event ID 27: Intel(R) Ethernet Connection (17) I219-LM Network Link is Disconnected - Happens followed by Event ID 8033

Hi Microsoft Community,

I am using the Dell optiplex tower PC. There I am facing the Ethernet disconnect issue. It has onboard ethernet adapter I219-LM.

Details:

  1. Randomly ethernet disconnects and reconnects within a second. but it interrupts the hardware connection of my software (LabVIEW based application).
  2. For Now I am handling the reconnection logic on connection failure in my software. but I am looking for the root cause fix.
  3. I contacted Dell support, and they suggested to do following actions, but it didn't work I still face this issue.
    1. Update the BIOS to latest version.
    2. Update the Ethernet driver to latest version. uninstall and reinstall the device driver for ethernet.
    3. Disable the Wi-Fi Adapter If not required.
    4. Changed a service named "Computer Browser" to start automatic.

In Event Log I found that ethernet disconnects whenever "Event ID: 8033 - The browser has forced an election on network, because a master browser was stopped" occurs.Please post your suggestions to fix this issue.

    Hi John - After banging our heads against the wall for 3 months, one of my techs finally figured out the problem and resolution. Starting sometime in August, Dell started installing the Win11 24H2 update as the default OS. If you didn't have a custom image, this is what you got. It turns out that some builds of 24H2 have a compatibility issue that bricks the NICs. We were having to use USB NICs until my tech figured out what needed to be done after working with Dell and Microsoft. I'm not sure why Dell support didn't have a bulletin so all of their support knew about this widespread problem. Worse, they steadfastly said they would not stop rolling out PCs with the bad build even though there was a known problem that was killing the NICs.

    The fix below was created for 7020s but has also worked for other models that came with or were updated to Win11 24H2:

    1. Update BIOS to 1.9.0 (9/6/2024 release)

       -update ASAP, before any other updates

          2. OS Build: MS recommends Build 10.0.26100.2033 (or higher) 

    • This is part of the 24H2 update, but with needed fixes.
    • Dell is 'Still' using an older OS build:  26100.863 - which may fail in some situations

    Hi Jason, we have been experiencing this same issue intermittently and a similar issue was occurring on the WiFi adapters to the point it was disabling the adapter but only on 24H2. I found another thread where there are lots of people with the same issue.

    What I found was that on affected machines we have a security policy to disable the WinHttpAutoProxySvc and it seems that 24H2 has added this service as a dependency for the Windows Connection Manager meaning it fails to start. Removing the dependency in registry and rebooting the machine allowed the WiFi adapter to work correctly. I'm assuming the integrated NICs/WiFi uses this service to connect whereas the USB adapter doesn't?

    HKLM\System\CurrentControlSet\Services\WcmSvc

    In the root of the key, look for value DependOnService.

    Edit it.

    Remove WinHTTPAutoProxySvc

    Restart Machine

    According to your feedback, you are experiencing an issue where your computer is disconnected from the Ethernet when “Event ID: 8033 - Browser forced an election on the network because the main browser has stopped”.

    You can try the following steps:

    Reset the network settings:

    You can click on the windows key, search for and open the command prompt (run as administrator).

    Type the following command, line by line and press Enter:

    netsh winsock reset

    netsh int ip reset

    ipconfig /release

    ipconfig /renew

    ipconfig /flushdns

    ipconfig /registerdns

    Restart your computer.

    Also see if you are using another network, maybe a hotspot if you are having this problem?

    Naveenkumar - We are having the same problem with a batch of 11 Optiplex 7020s and 2 Latitude 5430s we received in mid-September. Some of them will connect at first and then will go offline after a day or two and some are bad out of the box. All of them have Intel I219-LM NICs. I suspect a bad batch of parts.

    We've been going through the agonizing troubleshooting process with Dell support with no success. I keep asking to return them and they keep telling me they want to troubleshoot more. We needed these things up and running a month ago.

    I have been having this issue as well with a batch of Dell Optiplex tower plus 7020's that arrived around august. The internet will go down and freeze their computers. So far we've had to have them unplug the ethernet from the wall and restart. I've tried all the different drivers for the ethernet port but the problem still seems to occur. Network team says nothing is going wrong on the network side of things. Some of the other people having the solution we had given a ethernet to usb dongle and they do not seem to be encountering anymore issues.
